In April 2009 Borough of Poole was awarded more than £1 million by the Government Department for Children, Schools and Families. 

It is to be spent by the end of March 2011 on the improvement of 22 play areas for the 8-13 year age range.

The programme is split into two separate years, each of which will develop and deliver 11 projects.

Opening Events

Beamish Road, Sherborn Crescent, Turlin Moor Pavilion, Foreland Road and Dawkins Road play areas [more].

 

Poole has more than 40 play areas, and selection of the 22 for improvement was based primarily on an in-depth assessment of the condition and play value of the existing facilities.

The first priority of the programme is to identify and talk with school children, other users, neighbours and local interest groups to establish their needs, wishes and any concerns. 

Year 1

The main consultations were carried out between June and August 2009.  Designs were developed over the following three months and installation commenced in November 2009, using three separate installation teams.  We are on target to complete ten projects; the plans for Alexandra Park are currently under review.

Background

In September 2008 Leisure Services, together with Children and Young People's Services (CYPS), submitted a bid to the Department for Children, Schools and Families (DCSF) for 'Wave 2 Playbuilder' funding.  The success of the bid was announced in April 2009.

As with all government grants there are strict criteria to be met and the requirement that project proposals and management be approved by Play England who administer the fund on behalf of the DCSF.

The first step toward achieving the necessary approvals was the production of a Project Plan, submitted to Play England on 30th March 2009:

Managing the Projects

An Officer Working Group was established in January 2009.  It includes representatives of Leisure Services and Children & Young People's Integrated Services and Finance who are working together with others to deliver the play areas within the deadline set by the funding agreement.  The group meet monthly, supported by representatives from Procurement, Legal & Democratic, Transportation and Property Services.

Councillor Tony Woodcock is Portfolio Holder for CYPIS and the Borough's Play Champion, and has been appointed Portfolio Holder responsible for Playbuilder.  The Responsible Officer is Clare Freeman, Greenspace Manager, Leisure Services.

Joint reports from CYPS and Leisure Services will be submitted to Poole's Environment Overview and Scrutiny Group, Children's Services Scrutiny Group and Children's Services Capital Programme Board.

Funding details were confirmed early March 2009.  We will receive £525,487 in Year 1 (2009/2010) and £592,332 in Year 2 (2010/2011) making a grand total of £1,117,819.  There is also associated revenue funding of £26,918 and £17,946 respectively, totalling £44,864.00 to cover project design, communication and management costs [back].
